Has the Federal Government caused California's Bankruptcy?

In the early 90's Californians realized they had a problem with illegal’s slipping into their State and applying for and using social services funded by legal taxpaying citizens. So operating under the assumption that they had the right to govern themselves, politically incorrect as this was defying liberal and "conservative" popular beliefs, they went to the poles and passed Proposition 187. Proposition 187 denied free social services to illegal aliens (criminals) whom do not pay taxes. It did not take the federal courts long to circumvent the will of the People citing the 14th Amendment.

Then in the late 90's there was the case of Saenz v Roe where California (trying to address budget concerns) adopted a policy that limited the benefits that new settlers in their first year of residency were limited to the amount of benefits of their State of origin. The Supreme Court decided that this violated 14th Amendment of the Constitution thereby circumventing the States Rights granted in the 10th Amendment.

In both cases the federal government forced the State of California to spend 10's of millions of dollars they didn't have so therefore had to raise taxes to pay for some Federal Judge's decree (Law) without the consent of the People or the elected officials voted in to represent the People.

Wouldn't California be better off if the Federal Government / Judges got out of their business altogether let them (California) do their thing instead of cramming socialist policy's down their throats? And how do you presume to use one Amendment to circumvent another especially when the 14th is surrounded in so much controversy about whether it has even been legally ratified?

Hmmmm... And about the taxation without representation... wasn't there a revolution fought over that somewhere before...???
